I've had good luck using 69-70 grains of Retumbo with the 168 Bergers in a couple 7 RM's. RL22 might be worth a try also.

73 grs Retumbo give me 3050 to 3125 3 different Rem 7 mags one being a Sendero with 26 " tube, all three group well under an inch at 100 but the best part is how well they group at 300, I dont shoot for groups after 300 just my elevations, from 300 and out I shoot balloons in field positions, some with a bipod, some over a pack etc, just be aware Bergers are fickle on OAL, might want to touch the lands or go full magazine length, my Sako AV in 7 mag doesnt care for the Berger's but loves Accubonds

I couldn't get the 140,168 or 180 Burger to shoot in my Mashburn for waht that's worth.

But 7828 and R25 would be the first two places i'd go.

Haven't tried the 168's but have run the 140s. With Re 22 or Retumbo, my sendero was sub 3/4 MOA.

RL-22 works well with the 168's from my Sendero.
