Is that rifle from Precision Rifle and Tool?

That is one of Ray's Hammerhead stocks. The rifle belongs to Ryan Hunt in Missouri. Don't know if Ray built it or not. Ryan probably does his own work.

My rifle is at Ray's shop now being built. They do awesome work!

Ok, it had better not be because that stock is illegal for F-Open.

Rule 3.4 (a) (2) states: The width of the rifle's forend shall not exceed 76mm (approximately 3 inches).

When they tech the guns, that rifle will be declared illegal.

These are used by the light rifle 600-1000yd BR shooters. We do have a version that are used by the FClass open shooters.
