+1. I have a Model 70 LA Classic with EGW Picatinny Rail. It has served well for years. For the lowest possible rail, the Hunter and HD series are the lowest mounts they offer. Go to their website and the FAQ section this is discussed.
+1. This is the best of the best IMO. I have one on my main deer rifle. Murphy had to custom make one for me but still charged me the standard price. However, the OP wants as low a mount as possible. Don't know how Murphy fares in this regard. I do now the one I have installed (made of SS) is pretty high but that works perfect for the scope I have mounted.
Looking for reccommendations on a 1913 rail for a long action? Lowest possible. 0 moa would be ok.
Don't overthink it, or overpay. I'm running a cheap Blackhawk on my 308 win, and it's working great. It's low, like I like. The only thing I've noticed with it, is it's a 20 moa rail, but seems more like a 0 MOA rail.
I don't buy, or suggest buying junk, but this rail is pretty cheap in price. Don't let that scare you off though. It's pretty solid. How the rifle shoots with this set-up:
Those are Burris XTR rings. I took the rifle out yesterday, and that thing still shoots well. Not much wind, so I dialed up 10 MOA on the NF, and tagged a ground squirrel 500 yards out. Even though that rail is fairly inexpensive, I don't see anything wrong with it.
