Remember the Dead Chef? 31 pages provided by a FOIA Lawsuit I.D.'d a Ms. Taylor as an eye witness on the water with the Chef. "[Campbell] fell in the water and struggled for a couple of seconds before giving up and sinking underwater"

The record also shows the first Secret Service boat was"unfunctionable" so a second boat was deployed, it too nonfunctional, to search for Campbell.
Ultimately the Groundskeepers boat was commandeered. [ why would a GROUNDskeeper need a boat?]
Also, at least one of the SS Agents involved in the Search, was from the Little Rock, Arkansas Field Office. [Little Rock ? Nothing closer to Cape Cod?]
No PFD's were used. Ms. Taylor reported from her "collaped" position on the beach.
The report also logs that President Obama came to the scene while the active search was still taking place; and paused the S&R, to speak with Ms. Taylor. [Was'nt it reported that NONE of the First Family was present that day ?]
